House churches in Hunan and Hubei provinces have faced a wave of government crackdowns over the past month, with multiple pastors, preachers, and congregants taken away by authorities. In some cases, administrative penalties have escalated into criminal proceedings. Human rights organization ChinaAid believes these recent sequential incidents reflect an increasingly stringent crackdown by Chinese authorities on unregistered religious activities.

The 'July 11 Mass Arrest' at Yueyang Rock Bible Church

According to sources familiar with the cases, multiple gathering sites of the Rock Bible Church (磐石聖經教會) in Yueyang, Hunan Province, were raided almost simultaneously by authorities on the evening of July 11, Beijing time. The home of the church’s leader, Pastor Huang Lei (黃磊), was also searched in an operation ChinaAid has termed the "Hunan Yueyang July 11 Mass Arrest." Sources involved in the case revealed that police stated the action was not a sudden impulse, but rather a synchronized raid executed after six months of surveillance and planning.

In addition to Pastor Huang Lei, Elder Yang Jianjun (楊建軍), Preacher Hu Hongtao (胡洪濤), Pastor Luo Kaimin (羅凱敏), Teacher Yuan Shiying (袁世英), and several other congregants from the house church were successively taken away. After undergoing interrogation, police statements, fingerprint and voiceprint collection, as well as blood sampling at police stations, several congregants were released around 3:00 AM the following morning. Currently, at least six church co-workers remain in detention, with their subsequent legal status unknown.

According to several released believers, police repeatedly asserted during interrogations that "any Christian who does not join the government-sanctioned Three-Self Church belongs to a cult." Responding to these statements, Pastor Bob Fu, founder and president of ChinaAid, stated that such claims "not only lack any legal basis, but also violate provisions regarding citizens' freedom of religious belief in the Chinese Constitution." He further condemned the actions as "trampling on international human rights standards."

This is not the first time the Rock Bible Church has drawn official scrutiny. According to public records, in April 2022—the very month the church was founded—Pastor Huang Lei was handed a 10-day administrative detention and a fine by the Yueyanglou Branch of the Public Security Bureau for assembling approximately 180 believers in a non-sanctioned venue. As the church expanded rapidly and attracted further official attention, authorities placed Pastor Huang under a 15-day administrative detention two years later.

Wuhan Cedar Church Sealed Off

In neighboring Hubei Province, house churches have faced similar crackdowns. Wuhan Cedar Church (香柏樹教會) was raided and sealed off by police on June 24. Church leader Pastor Guo Xiaolin (郭曉林) and his wife, Liang Cuili (梁翠麗), were taken away at the scene and each handed a 15-day administrative detention alongside orders to return to their registered places of origin. Their two minor children were forcibly separated from their parents.

On July 10, when Pastor Guo’s administrative detention was set to expire, he was not released. Instead, he was transferred to a formal detention center. Sources close to the situation noted that this transfer indicates the case may have shifted from an administrative matter into a formal criminal proceeding.

With these enforcement actions taking place within a single month, ChinaAid concluded that these cases likely signal a broader tightening of management and control over unregistered religious activities in China, noting that authorities are deploying increasingly stern legal measures against house churches.
